I have this day SIGNED SENATE BILL 290, as amended, passed by the Forty-Third Legislature, Second Session, 1998, but have VETOED the following item or items, part or parts:

On page 2, I have vetoed all of lines 8 through 18. The effect of this veto is to remove $200,000 in appropriations to the Commission on Higher Education for the administration of the WICHE program. This appropriation has been removed so that these administrative functions will continue to be supported by the Commission on Higher Education through its regular operating budget.
