has had it under consideration and reports same with
recommendation that it DO PASS, amended as follows:
1. On page 2, line 10, strike "1,257,532.3" and insert
in lieu thereof "1,339,032.5".
2. On page 2, line 12, strike "69,529.3" and insert in
lieu thereof "72,458.9".
3. On page 2, line 14, strike "2,197.5" and insert in
lieu thereof "2,433.8".
4. On page 2, line 16, strike "11,958.2" and insert in
lieu thereof "12,078.2".
5. On page 3, line 3, strike "the third Tuesday in".
6. On page 3, line 3, insert "31" after "January".
7. On page 3, between lines 4 and 5, insert:
"Included in the state equalization guarantee
distribution are sufficient funds for a statewide average
seven percent increase for all public school employees.".
8. On page 3, line 25, strike "5,292.9" and insert in
lieu thereof "5,402.5".
9. On page 4, line 1, strike "1,430.9" and insert in

14. On page 4, between lines 23 and 24, insert the
following:
"SPECIAL APPROPRIATION:
The following special appropriations are made from
the general fund to the state department of public education
for expenditure in fiscal year 1999:
(1) Capital outlay equity needs analysis 400.0
(2) School bus safety program 302.0
(3) School to work 100.0
(4) World class teachers project 250.0
(5) Multitrack year-round schools 400.0
(6) Instructional Materials 410.0
The general fund appropriation of four hundred thousand
dollars ($400,000) for a statewide capital outlay needs and
equity analysis is to enable the public school capital outlay
council to contract for a comprehensive analysis of statewide
public school capital outlay and infrastructure needs and make
recommendations to the legislature for an equitable and
efficient method by which to meet those needs.
The general fund appropriation of three hundred two
thousand dollars ($302,000) for the school bus safety program
is for the purpose of inspecting school buses twice a year and
for training costs associated with certifying school bus
inspectors.
The general fund appropriation of four hundred ten
thousand dollars ($410,000) for instructional materials is to
fund an increase in the allocation for instructional materials
when additional pupils are counted as six pupils.".
15. Adjust all totals and subtotals accordingly.,
and thence referred to the APPROPRIATIONS AND FINANCE
COMMITTEE.
