  Mr. Speaker:
  
       Your GOVERNMENT AND URBAN AFFAIRS COMMITTEE, to
  whom has been referred
  
                        HOUSE BILL 87
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 13, before the period insert ";
  MAKING APPROPRIATIONS".
  
       2.  On page 3, between lines 22 and 23, insert the
  following new section:
  
       "Section 2.  Section 16-6-5 NMSA 1978 (being Laws 1977,
  Chapter 245, Section 18, as amended) is amended to read:
  
       "16-6-5.  STATE FAIR COMMISSION ADMINISTRATIVELY ATTACHED
  TO [TOURISM] DEPARTMENT OF FINANCE AND ADMINISTRATION.--The
  state fair commission is administratively attached, as defined
  in the Executive Reorganization Act, to the [tourism]
  department of finance and administration."".
  
       3.  Renumber the succeeding sections accordingly.
  
       4.  On page 6, line 13, strike "1998" and insert in lieu
  thereof "1999".
  
       5.  On page 6, between lines 20 and 21, insert the
  following new sections:
  
       "Section 6.  TEMPORARY PROVISION--REFINANCING.--The state
  fair commission may refinance debt incurred prior to January
  1, 1998 to reduce the interest rate on the debt.  The loan
  must be approved by the state board of finance.
  
       Section 7.  APPROPRIATIONS.--
  
            A.  One million five hundred thousand dollars
  ($1,500,000) is appropriated from the general fund to the
  state fair commission for expenditure in fiscal years 1998 and
  1999 to reduce the debt on the state fair term note.
  
            B.  One hundred fifty thousand dollars ($150,000) is
  appropriated from the general fund to the state fair
  commission for expenditure in fiscal years 1998 and 1999 to
  purchase computer equipment and software.  Any unexpended or
  unencumbered balance remaining at the end of fiscal year 1999
  shall revert to the general fund.".
  
       6.  Renumber the succeeding section accordingly.,
  
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
