0011| MAKING AN APPROPRIATION TO THE DEPARTMENT OF FINANCE AND

0012| ADMINISTRATION TO PAY TRANSITION COSTS OF ESTABLISHING THE
|
0013| PUBLIC REGULATION COMMISSION; DECLARING AN EMERGENCY.

0015| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0016| Section 1. APPROPRIATION.--Five hundred thousand dollars
|
0017| ($500,000) is appropriated from the general fund to the
|
0018| department of finance and administration for expenditure in
|
0019| fiscal years 1998 and 1999 to pay the necessary expenses to
|
0020| establish the public regulation commission on January 1, 1999.
|
0021| This appropriation shall be expended pursuant to a transition
|
0022| plan approved by a transition team appointed by the secretary
|
0023| of finance and administration after consultation with the
|
0024| state corporation commission, the New Mexico public utility
|
0025| commission and the legislative finance committee. The

0001| transition team shall include staff members from the two
|
0002| commissions and people from other state agencies or the
|
0003| private sector who have expertise in finance and budget,
|
0004| computer systems and other fields pertinent to the merger.
|
0005| Members of the transition team shall serve without
|
0006| compensation or reimbursement. None of this appropriation
|
0007| shall be used for administrative costs of the department of
|
0008| finance and administration. Any unexpended or unencumbered
|
0009| balance remaining at the end of fiscal year 1999 shall revert
|
0010| to the general fund.

0011| Section 2. EMERGENCY.--It is necessary for the public
|
0012| peace, health and safety that this act take effect
|
0013| immediately.
