A new section of the Liquor Control Act is | 0016| enacted to read: | 0017| "[NEW MATERIAL] PROHIBITION OF CERTAIN PROMOTIONS.-- | 0018| A. It is a violation of the Liquor Control Act for | 0019| a licensee to directly or indirectly give a premium, gift, | 0020| free goods or other promotional benefit in connection with the | 0021| sale or distribution of alcoholic beverage except as provided | 0022| by rule adopted by the director. | 0023| B. No rule adopted by the director may permit a | 0024| licensee to give a premium, gift, free goods or other | 0025| promotional benefit of greater than de minimus value in |

0001| connection with the sales or distribution of beer. | 0002| C. For purposes of this section, "de minimus | 0003| value" means no significant or utilitarian value other than | 0004| advertising, costing less than twenty-five cents ($.25) per | 0005| unit and no more than fifteen dollars ($15.00) in the | 0006| aggregate for all items given by a single supplier to a single | 0007| retail premises per calendar year." | 0008| Section 2. EMERGENCY.--It is necessary for the public | 0009| peace, health and safety that this act take effect | 0010| immediately. | 0011|  |
