FOR THE ENCINO RECREATION CENTER IN TORRANCE COUNTY.

     I request that the following capital outlay project be funded:

                    to the local government division of the department of finance and administration:
          
                    two hundred eighty thousand dollars ($280,000) to renovate and equip the
          Encino recreation center in Torrance county.
