FOR A STATE WATER PLAN AND REGIONAL PLANNING GRANTS THROUGHOUT THE STATE.

     I request that the following capital outlay project be funded:

                    to the office of the state engineer:
     
                    one million seven hundred fifty thousand dollars ($1,750,000) to develop a state
          water plan and provide regional planning grants throughout the state.
