SENATE CAPITAL OUTLAY REQUEST 256 STATE OF NEW MEXICO 43RD LEGISLATURE - SECOND SESSION, 1998 REQUESTED BY CARLOS R. CISNEROS FOR SENATE DISTRICT 6 CAPITAL PROJECTS. I request that the following capital outlay projects be funded: to the state armory board: one million one hundred thousand dollars ($1,100,000) to plan, design or construct an armory near Taos in Taos county; to the state engineer: A. forty thousand dollars ($40,000) to construct a new diversion dam and headgate for acequias de Chamisal y Ojito in Taos county;

B. one hundred thousand dollars ($100,000) to install real-time water meters on ditches and canals feeding off the Rio Costilla to improve efficiency and return water to the river and historic acequias in Taos county; and C. fifty-four thousand two hundred four dollars ($54,204) to construct the acequia Arriba de el Valle diversion dam in Taos county; to the department of environment: A. forty-five thousand nine hundred dollars ($45,900) to repair and improve the community water system in Cleveland in Mora county; B. sixty thousand dollars ($60,000) to improve the west community well system in Cerro in Taos county; C. one hundred thousand dollars ($100,000) to purchase a holding tank and expand the Chacon Agua Pura mutual water association water system in Taos county; D. four hundred thousand dollars ($400,000) for a feasibility study and survey of lines for water and wastewater systems in El Valle de Los Ranchos sanitation district in Taos county; and

E. one hundred thousand dollars ($100,000) to repair the water system and replace water lines in Vadito in Taos county; to the behavioral health services division of the department of health: one hundred thousand dollars ($100,000) to purchase and equip computers for three facilities of the Rio Grande alcoholism treatment program in northern New Mexico; to the New Mexico office of Indian affairs: A. two hundred thousand dollars ($200,000) to complete construction of the community center at Picuris pueblo in Taos county; and B. two hundred twenty-five thousand dollars ($225,000) to purchase water testing equipment to be used to assess and resolve surface water contamination at Picuris pueblo in Taos county; to the local government division of the department of finance and administration: A. two hundred fifty thousand dollars ($250,000) to acquire road maintenance equipment in Mora county; B. twenty-eight thousand dollars ($28,000) to erect a maintenance shop for the

road department in Mora county; C. three hundred forty-five thousand dollars ($345,000) to renovate the county courthouse to meet building codes in Mora county; D. four hundred thirty thousand dollars ($430,000) to remodel the county jail in Mora county; E. two hundred eighty-five thousand dollars ($285,000) to remodel the library and community center in Mora county; F. two hundred twenty-five thousand dollars ($225,000) to purchase road equipment for Mora county; G. one hundred fifty thousand dollars ($150,000) to complete construction and equip and furnish the Costilla community center in Taos county; H. one hundred thousand dollars ($100,000) to purchase and equip an ambulance for Questa in Taos county; I. one hundred ninety-five thousand dollars ($195,000) to purchase a class A pumper for La Puebla in Santa Fe county;

J. thirty thousand dollars ($30,000) to acquire land for a substation in Chamisal in Taos county; K. sixty thousand dollars ($60,000) for phase two of a youth construction project at the Taos business park, including water catchment system, portal and landscape design; L. one hundred thousand dollars ($100,000) to design, build and equip a community center and fire station in Lama in Taos county; and M. one hundred seventy thousand dollars ($170,000) to purchase vehicles for the sheriff's department in Taos in Taos county; to the state department of public education: A. five hundred thousand dollars ($500,000) to repair hazardous building conditions in the Espanola school district in Santa Fe county; B. seventy-five thousand dollars ($75,000) to construct a septic holding pond at the Jacona school of the Pojoaque Valley school district in Santa Fe county; C. one hundred fifty thousand dollars ($150,000) to construct an entry road to the Jacona school of the Pojoaque Valley school district in Santa Fe county; D. one hundred twenty-five thousand dollars ($125,000) to install lighting for

the track and football fields at the Jacona school of the Pojoaque Valley school district in Santa Fe county; E. one hundred thousand dollars ($100,000) to continue construction of Pojoaque high school in the Pojoaque Valley school district in Santa Fe county; F. two hundred thousand dollars ($200,000) to complete the Pojoaque Valley school district administration office in Santa Fe county; G. two hundred fifty thousand dollars ($250,000) to replace the water system at Pojoaque middle and high school of the Pojoaque Valley school district in Santa Fe county; H. two hundred twenty-three thousand nine hundred dollars ($223,900) to purchase and install a new water line and pressurized pump for Mora independent schools in Mora county; I. four hundred ninety thousand dollars ($490,000) to construct a distance learning laboratory for the Mora independent schools in Mora county; J. one hundred one thousand six hundred fifty dollars ($101,650) to repair the high school in the Wagon Mound public school district in Mora county;

K. five hundred thousand dollars ($500,000) to construct new classrooms and alternative space at Taos high school in Taos county; L. one hundred seventy thousand dollars ($170,000) to renovate the cafeteria at Ranchos elementary school in Taos county; M. five hundred thousand dollars ($500,000) to construct classrooms, a parking lot and a playground at Arroyos del Norte elementary school in Taos county; N. fifty thousand dollars ($50,000) to improve and landscape Questa high school in Taos county; O. eighty thousand dollars ($80,000) for heating and ventilation improvements to the Penasco elementary and high schools in Taos county; P. one hundred twenty-five thousand dollars ($125,000) to replace the roof of the Penasco high school and middle school building in Taos county; Q. one hundred thousand dollars ($100,000) to purchase and install three ten thousand gallon gas tanks and improve the gas piping system for Penasco independent schools in Taos county; and R. one hundred twenty-five thousand dollars ($125,000) to make paving and drainage improvements at the Penasco independent schools in Taos county; and

to the state highway and transportation department: A. one hundred eighty-three thousand seven hundred twenty dollars ($183,720) to repair and resurface Taos county road B-142 in Costilla; B. one hundred thousand dollars ($100,000) to pave county roads 91D and 91E, Walnut drive and Walnut circle in Sombrillo in Santa Fe county; C. one hundred thousand dollars ($100,000) to black top county road B055 in Costilla in Taos county; and D. three hundred twenty-one thousand dollars ($321,000) for phase one improvements to Taos county road B-143, known as the Hondo-Seco road.
