SENATE CAPITAL OUTLAY REQUEST 456 STATE OF NEW MEXICO 43RD LEGISLATURE - SECOND SESSION, 1998 REQUESTED BY DIANNA J. DURAN FOR CAPITAL PROJECTS IN OTERO COUNTY. I request that the following capital outlay projects be funded: to the local government division of the department of finance and administration: three hundred thousand dollars ($300,000) for a new road shop building for Otero county; and to the state highway and transportation department:

A. four hundred twenty-five thousand dollars ($425,000) to install a box culvert and an arch culvert to alleviate problems caused by the arroyo on Riata road in Otero county; and B. one hundred twenty-five thousand dollars ($125,000) to install lights, gates, belts and make other improvements to an existing crossing named Riata railroad crossing on Riata road located one mile south of Tularosa in Otero county. REAUTHORIZATION; CHANGING THE PURPOSE OF A SEVERANCE TAX BOND APPROPRIATION FOR RIATA ROAD IN OTERO COUNTY. The balance of the proceeds from the sale of severance tax bonds appropriated to the state highway and transportation department pursuant to Subsection M of Section 8 of Chapter 4 of Laws 1996 (S.S.) for the purpose of designing or constructing a new road connecting Riata road to United States highway 54/70 or for installing a railroad crossing on the new road in Otero county shall not be expended for its original purpose but is reauthorized and appropriated to the state highway and transportation department for the purpose of installing lights, gates, belts and making other improvements to an existing crossing named Riata railroad crossing on Riata road located one
