0011|     REQUESTING THAT A TASK FORCE BE ESTABLISHED TO DEVELOP AND

0012|     ANALYZE STRATEGIES AND RECOMMEND METHODS OF FUNDING A

0013|     STATEWIDE CLIMATE PROGRAM.

0015|          WHEREAS, weather and climate play extremely influential
    |
0016|     and significant roles in the natural world, and knowledge of
    |
0017|     climate and climatic processes is important to the health and
    |
0018|     well-being of New Mexicans; and
    |
0019|          WHEREAS, to meet the need for climatic knowledge, forty-
    |
0020|     nine of the fifty United States have established an office of
    |
0021|     state climatologist; and
    |
0022|          WHEREAS, New Mexico is a leader in the use of climatic
    |
0023|     information to improve agricultural production and assess the
    |
0024|     effect of climate on the natural environment; and
    |
0025|          WHEREAS, the purpose of the office of state climatologist
    |

0001|     is to assist the state in understanding and responding to
    |
0002|     natural and man-induced climatic processes and their
    |
0003|     implications, to cooperate with the federal government in
    |
0004|     activities relating to climate studies and advisory services
    |
0005|     and to promote and disseminate a general knowledge of the
    |
0006|     climatology of the state;
    |
0007|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0008|     STATE OF NEW MEXICO that a task force be created to develop
    |
0009|     strategies to help New Mexico maintain leadership in the use
    |
0010|     of climatic information to assess the effect of climate on the
    |
0011|     natural environment, agricultural production, land and natural
    |
0012|     resources and human health, and to make recommendations on key
    |
0013|     issues, such as financing the collection and dissemination of
    |
0014|     climatic information to educate the national population and
    |
0015|     the tourist industry about the healthy and unique climate of
    |
0016|     New Mexico that makes the state not only an exemplary place to
    |
0017|     live and visit but also an ideal place to locate industry and
    |
0018|     associated jobs; and
    |
0019|          BE IT FURTHER RESOLVED that the members of the task force
    |
0020|     include the state climatologist and be appointed by the dean
    |
0021|     of the college of agriculture and home economics at New Mexico
    |
0022|     state university; and
    |
0023|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0024|     distributed to the dean of the college of agriculture and home
    |
0025|     economics at New Mexico state university and to the state
    |
