0011|     REQUESTING THAT THE STATE LAND OFFICE CONDUCT STUDIES ON THE
    |
0012|     FEASIBILITY OF ACQUISITION AND MANAGEMENT OF EAGLE NEST LAKE
    |
0013|     FOR PUBLIC BENEFIT AND USE.

0015|          WHEREAS, Eagle Nest lake was constructed in 1918 in the
    |
0016|     scenic Moreno valley of northern New Mexico by the owner, the
    |
0017|     Charles Springer cattle company; and
    |
0018|          WHEREAS, Eagle Nest lake has been leased by the state
    |
0019|     game commission for public fishing at various times in the
    |
0020|     past and the commission presently leases the lake for such
    |
0021|     purposes, such lease to expire in the year 2000; and
    |
0022|          WHEREAS, Eagle Nest lake is one of the most productive
    |
0023|     trout fisheries in the United States and is the most
    |
0024|     productive large cold-water lake fishery in the state; and
    |
0025|          WHEREAS, Eagle Nest lake attracts over sixty-two thousand
    |

0001|     fishermen annually who catch over one hundred eighty thousand
    |
0002|     fish per year; and
    |
0003|          WHEREAS, public use of Eagle Nest lake provides
    |
0004|     tremendous economic benefits to Eagle Nest, Angel Fire and
    |
0005|     Taos, to Colfax and Taos counties and to the state; and
    |
0006|          WHEREAS, the owners of Eagle Nest lake have expressed a
    |
0007|     willingness to discuss options for the state to acquire long-
    |
0008|     term management of the lake and surrounding property,
    |
0009|     including long-term lease, purchase, land exchange or other
    |
0010|     means, so that it will remain in public use and in a pristine
    |
0011|     condition in perpetuity;
    |
0012|          NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0013|     OF NEW MEXICO that the state land office be requested to
    |
0014|     conduct studies to determine the feasibility of acquiring
    |
0015|     Eagle Nest lake and the surrounding property for public use to
    |
0016|     include appraisal, land description and economic analysis of
    |
0017|     the property and identification of possible other properties
    |
0018|     available for exchange, if any; and
    |
0019|          BE IT FURTHER RESOLVED that the general services
    |
0020|     department, the tourism department, the communities of Eagle
    |
0021|     Nest, Angel Fire, Taos, Red River and Taos Ski Valley, and the
    |
0022|     C. S. Ranch cooperate with the state land office in its
    |
0023|     studies; and
    |
0024|          BE IT FURTHER RESOLVED that the state land office report
    |
0025|     its findings and recommendations to the legislature by
    |

0001|     December 1, 1998; and
    |
0002|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0003|     transmitted to the commissioner of public lands for
    |
0004|     distribution to interested parties.
