SANDOVAL | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE STATE DEPARTMENT OF PUBLIC EDUCATION | 0012| CONDUCT A STUDY TO DETERMINE HOW TO ADDRESS THE STUDENT | 0013| DROPOUT PROBLEM AND TO DEFINE ZERO TOLERANCE. | 0014| | 0015| WHEREAS, students who drop out of school do not have | 0016| alternative educational opportunities available to them; and | 0017| WHEREAS, school districts should direct money toward | 0018| creating alternative educational opportunities for student | 0019| dropouts; and | 0020| WHEREAS, students are expelled or suspended pursuant to a | 0021| subjective definition of zero tolerance; and | 0022| WHEREAS, a student has the right to understand clearly | 0023| the basis for expulsion or suspension; | 0024| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0025| STATE OF NEW MEXICO that the state department of public |
