GETTY | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT BILLS AUTHORIZING LOCAL OPTION ELECTIONS | 0012| REGARDING DRIVE-UP WINDOW LIQUOR SALES BE HENCEFORTH NICKNAMED | 0013| "TERRY ANDERSON BILLS". | 0014| | 0015| WHEREAS, bills giving citizens of New Mexico the freedom | 0016| to decide what to do about drive-up window liquor sales have | 0017| been and continue to be held hostage by a small band of | 0018| legislators since 1993; and | 0019| WHEREAS, such hostage-holding has deprived the citizens | 0020| of New Mexico of their right to decide their own fates; and | 0021| WHEREAS, such hostage-holding may have resulted in the | 0022| otherwise avoidable deaths of men, women and children at the | 0023| hands of drunk drivers who bought their liquor at drive-up | 0024| windows; and | 0025| WHEREAS, Terry Anderson was also held hostage and captive |

0001| by a small band of powerful men; and | 0002| WHEREAS, Terry Anderson, although beaten and tortured, | 0003| never abandoned hope that he would be released from captivity; | 0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0005| STATE OF NEW MEXICO that any bill giving citizens the freedom | 0006| to choose whether their local communities will disallow liquor | 0007| to be sold from drive-up windows be henceforth nicknamed | 0008| "Terry Anderson" bills; and | 0009| BE IT FURTHER RESOLVED that a copy of this memorial be | 0010| transmitted to Terry Anderson and that copies of this memorial | 0011| be transmitted to all members of the legislature each session | 0012| until a local option election drive-up window liquor bill is | 0013| finally passed. | 0014|  | 0015| | 0016| | 0017| |
