      Your RULES COMMITTEE, to whom has been referred
  
                      SENATE JOINT MEMORIAL 3
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
              1.  On page 2, between lines 17 and 18 insert:
  
      "BE IT FURTHER RESOLVED that should the study find a viable
  economic approach to the problems outlined in this memorial, and
  propose public funds be expended to address solutions, the study
  shall include a plan of cost recovery from subscribers and other
  private sources; and".,
  
  and thence referred to the CONSERVATION COMMITTEE.
