0011|     REQUESTING STATE AGENCIES NOT TO USE VOICE MAIL AND REQUESTING

0012|     THE GENERAL SERVICES DEPARTMENT TO ASSESS THE EFFICACY OF

0013|     VOICE MAIL AND TO REPORT ITS FINDINGS TO THE NEW MEXICO

0014|     LEGISLATIVE COUNCIL.

0016|          WHEREAS, citizens of the state and persons regulated by
    |
0017|     state agencies are required to comply with rules by law and
    |
0018|     must obtain information, forms and documents from state
    |
0019|     agencies in order to comply with laws; and 
    |
0020|          WHEREAS, person-to-person contact is frequently necessary
    |
0021|     in order to communicate with government representatives but,
    |
0022|     too often, citizens and elected officials get lost in the maze
    |
0023|     of voice message machinery; and
    |
0024|          WHEREAS, the result of lack of communication with
    |
0025|     citizens is noncompliance, confusion, frustration and anger
    |

0001|     toward the government and, therefore, the democratic process;

0002|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0003|     STATE OF NEW MEXICO that all state agencies be requested to be
    |
0004|     conscientious in responding to citizen and legislative
    |
0005|     inquiries and to avoid excessive use of voice message
    |
0006|     machinery except for after official hours and when requested
    |
0007|     by the caller to be given access to voice message devices; and
    |
0008|          BE IT FURTHER RESOLVED that the general services
    |
0009|     department assess the extent of use by state agencies of voice
    |
0010|     message machines and the efficacy of such use and to report
    |
0011|     its findings and recommendations to the New Mexico legislative
    |
0012|     council by November 1, 1998; and
    |
0013|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0014|     transmitted to the heads of each executive, legislative and
    |
0015|     judicial agency, to the general services department and to the
    |
0016|     New Mexico legislative council.
