0011|     REQUESTING THAT PURCHASE OF THE BACA LOCATION NUMBER 1 BY THE
    |
0012|     FEDERAL GOVERNMENT BE CONTINGENT ON NO NET LOSS OF PRIVATE
    |
0013|     LANDS WITHIN THE STATE OF NEW MEXICO.

0015|          WHEREAS, the United States government owns approximately
    |
0016|     twenty-seven million acres of land within the state of New
    |
0017|     Mexico, constituting over one-third of New Mexico's total
    |
0018|     acreage; and
    |
0019|          WHEREAS, the bureau of land management has identified
    |
0020|     approximately one million acres of land in New Mexico under
    |
0021|     its control as "surplus" and appropriate for disposal; and
    |
0022|          WHEREAS, the United States park service and forest
    |
0023|     service have been pursuing vast land acquisition projects
    |
0024|     within the state of New Mexico for years; and
    |
0025|          WHEREAS, the United States faces a tremendous backlog of
    |

0001|     land acquisition projects the federal government has already
    |
0002|     committed to purchase; and
    |
0003|          WHEREAS, New Mexico property owners are awaiting promised
    |
0004|     purchase on numerous park service and forest service projects;
    |
0005|     and
    |
0006|          WHEREAS, further increase in the percentage of federal
    |
0007|     ownership of land within New Mexico may be detrimental to the
    |
0008|     state;
    |
0009|          NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0010|     OF NEW MEXICO that any federal purchase of the Baca location
    |
0011|     number 1 be contingent on no net loss of private lands within
    |
0012|     the state of New Mexico, to be accomplished by means of either
    |
0013|     sale or exchange of surplus public domain lands into private
    |
0014|     ownership, in amounts equal to the acreage in the Baca
    |
0015|     purchase; and  
    |
0016|          BE IT FURTHER RESOLVED that further federal purchase of
    |
0017|     private land in New Mexico commence only subsequent to
    |
0018|     fulfillment of current federal obligation to purchase from
    |
0019|     private New Mexico landholders; and
    |
0020|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0021|     transmitted to the New Mexico congressional delegation.
