  Mr. President:
  
      Your COMMITTEE OF THE WHOLE, to whom has been referred
  
                      HOUSE BILL 1, as amended
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
      1.  On page 2, lines 6 and 7, strike "one hundred eighty-two
  thousand two hundred dollars ($182,200)" and insert in lieu
  thereof "two hundred thousand dollars ($200,000)".
  
      2.  On page 3, between lines 7 and 8, insert the following new
  section:
  
      "Section 3.  LEGISLATIVE INTERIM EXPENSES.--Eight hundred
  eighty-six thousand dollars ($886,000) from the general fund and
  two hundred seventy-four thousand dollars ($274,000) from
  legislative council service cash balances are appropriated to the
  legislative council service for expenditure in fiscal year 1999
  for interim expenses, including a leadership staff pilot project
  conducted under the aegis of the legislative council service.  Any
  unexpended or unencumbered balance remaining at the end of fiscal
  year 1999 shall not revert to the general fund."
  
      3.  Renumber the succeeding section accordingly.
