      1.  On page 1, line 14, strike the period and insert in lieu
  thereof "; DECLARING AN EMERGENCY.".
  
      2.  On page 3, between lines 18 and 19, insert the following new
  section:
  
      "Section 2.  EMERGENCY.--It is necessary for the public peace,
