APPROPRIATION.--One million dollars | 0017| ($1,000,000) is appropriated from the general fund to the | 0018| children, youth and families department for expenditure in | 0019| fiscal year 1999 to provide services, including counseling, | 0020| after school programming, life skills, mentoring, home-based | 0021| services, individual and family therapy, behavioral management | 0022| and substance abuse treatment for children not eligible for | 0023| medicaid. Any unexpended or unencumbered balance remaining at | 0024| the end of fiscal year 1999 shall revert to the general fund. | 0025| Section 2. EMERGENCY.--It is necessary for the public |
