Maes III | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A MEMORIAL | 0011| REQUESTING THE IMMIGRATION AND NATURALIZATION SERVICE TO | 0012| RESPECT HUMAN RIGHTS WHEN ENFORCING UNITED STATES IMMIGRATION | 0013| LAWS. | 0014| | 0015| WHEREAS, the immigration and naturalization service is | 0016| charged with the responsibility of enforcing United States | 0017| immigration laws; and | 0018| WHEREAS, in the process of carrying out provisions of the | 0019| law, the immigration and naturalization service sometimes | 0020| enters into businesses to apprehend illegal immigrants; and | 0021| WHEREAS, business owners and patrons of those businesses | 0022| may be acting in accordance with the laws and may be | 0023| exercising their constitutional and human rights; and | 0024| WHEREAS, actions by the immigration and naturalization | 0025| service under these circumstances may damage those businesses |

0001| and disturb patrons, interfering with their rights; | 0002| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE | 0003| OF NEW MEXICO that the immigration and naturalization service | 0004| be requested to respect business owners and business patrons | 0005| in the course of enforcing United States laws and provide | 0006| prior notification to business owners before entering business | 0007| premises to enforce those laws; and | 0008| BE IT FURTHER RESOLVED that copies of this memorial be | 0009| transmitted to the commissioner of immigration and | 0010| naturalization and the New Mexico congressional delegation. | 0011|  |
