Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 114

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would have modified statutes governing open enrollment in public school districts. This legislation is vetoed because it would create so many exceptions that it would effectively render the newly enacted open enrollment law ineffective.
