Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 164

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would impose specific "goals" on New Mexico’s Post Secondary Institutions which may unduly restrict their Boards of Regents, and the Commission on Higher Education, from administering those institutions independently and in a manner which would best meet the needs of their students.
