Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 247, as amended,

enacted by the Forty-Fourth Legislature, First Session, 1999.

This bill would amend current statute dealing with special collegiate registration plates, a law which would allow higher education institutions to develop and sell collegiate license plates as a source of revenue. According to the Taxation and Revenue Department this law is being utilized for the first time by one of the large universities, which has been working under the current law to put this program into operation. Accordingly, it does not make sense to make changes which could potentially negate much of the work already done.
