Honorable Speaker and Members of the House:

I have this day VETOED and am returning HOUSE BILL 683, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would have expanded the powers of Regional Educational Cooperatives. These entities were created as a means whereby local school districts could economically share certain services. This legislation is not needed for the cooperatives to function according to their original purpose.
