I have this day VETOED and am returning HOUSE BILL 770, as amended,

enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation directs three state agencies to annually conduct a study of the feasibility of state government construction of a natural gas pipeline. The act further directs the agencies to pursue financing options to construct such a pipeline if warranted by the results of the study. State government has already conducted this study which determined the infeasibility of government constructing a natural gas pipeline.
