Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 552, as amended, with emergency clause, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation amends the Industrial Revenue Bond Act as it pertains to utilities as well as convention centers. The vague language that is proposed by this bill makes its effective implementation doubtful. Secondly, the apparent purpose of the bill can be fulfilled within existing law.
