Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 569, as amended, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation creates the "Universal Service Fund Act." The Forty-Fourth Legislature passed SENATE BILL 680 which also deals with the universal service fund. In light of the fact that I have already signed SENATE BILL 680, I am vetoing this bill in order to avoid a conflict.
