Honorable President and Members of the Senate:

I have this day VETOED and am returning SENATE BILL 705, enacted by the Forty-Fourth Legislature, First Session, 1999.

This legislation would have required local school boards to appoint "Public School Advisory Councils" to make recommendations on various subjects specified in the bill. This bill is representative of the legislature’s philosophy of micromanagement of local school districts through state statute. The functions contemplated by this bill are well within the authority of state and local boards of education and are in no way enhanced by this legislation.
