Mr. Speaker:

Your VOTERS AND ELECTIONS COMMITTEE, to whom has been referred

HOUSE BILL 46

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 7, line 12, after "develop" insert "or contract for services to develop".

2. On page 11, line 9, after "individuals" strike the rest of the sentence, strike lines 10 and 11 and insert in lieu thereof:

", except for individuals who have contributions or expenditures in any election year of less than two thousand five hundred dollars ($2,500) for a primary, general or special election;".

3. On page 11, line 14, after "individuals" strike the rest of the sentence, strike line 15 and insert in lieu thereof:

", except for individuals who have contributions or expenditures in any election year of less than one thousand dollars ($1,000) for a primary, general or special election; and".

4. On page 12, line 22, after the period insert the following new sentence:

"The secretary of state shall adopt rules to prevent the unauthorized use of information derived from campaign reports of expenditures and contributions.".

5. On page 12, lines 23 and 24, strike "Five hundred fifty thousand dollars ($550,000)" and insert in lieu thereof "Two hundred thousand dollars ($200,000)".,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
