has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 25 and page 2, line 1, strike "proposes one or more changes to laws relating" and insert in lieu thereof "relates".

2. On page 2, line 2, strike "shall" and insert in lieu thereof "should".

3. On page 2, line 4, strike "shall" and insert in lieu thereof "should".
