AN ACT

RELATING TO ECONOMIC DEVELOPMENT; MAKING AN APPROPRIATION TO ATTRACT DEVELOPMENT OF THE FIRST UNITED STATES COMMERCIAL SPACEPORT TO DONA ANA COUNTY; DECLARING AN EMERGENCY.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

Section 1. APPROPRIATION--CONTINGENCY.--One million eight hundred ten thousand dollars ($1,810,000) is appropriated from the general fund to the economic development department for expenditure in fiscal years 1999 through 2001 for the purpose of supporting environmental impact studies, water resource studies and proposal development in order to establish Dona Ana county as the site of the first United States commercial spaceport. Expenditure of this appropriation is contingent upon the economic development department receiving notification from the prime federal contractor that Dona Ana county is a finalist in the national site competition. Any unexpended or unencumbered balance remaining at the end of fiscal year 2001 shall revert to the general fund.

Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
