has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

1. On page 1, line 15, strike the semicolon, insert a period and strike the remainder of the line and strike all of line 16.

2. On page 9, strike lines 11 through 16 and insert in lieu thereof the following.

"Section 9. EFFECTIVE DATE.--The effective date of this 1999 act is July 1, 2000.".
