SUMMARY



Synopsis of Bill



House Bill 50 appropriates $150.0 to CYFD to establish a team of social workers at the New Mexico Boy's School to provide assessment and counseling services to incarcerated youth in need of mental health services.



FISCAL IMPLICATIONS



House Bill appropriates $150.0 from the general fund and is recurring. Any unexpended and unencumbered funds at the end of FY00 shall revert.



ADMINISTRATIVE IMPLICATIONS



The department would have to establish the positions or develop a scope of work for contractual services.



TECHNICAL ISSUES



The bill is unclear as to the intend of creating and authorizing FTE or for the services to be provided by a contractual agreement.



OTHER SUBSTANTIVE ISSUES



The department indicates that currently the NMBS has social workers that provide residents in need of mental health services, including in-patient hospitalization and assessments so that services can be provided when necessary.



House Bill 50 would enhance the current services provided at the NMBS.
