SUMMARY



Synopsis of HEC Amendment



The House Education Committee Amendment expands the training to local school board members.



Synopsis of Bill



This bill appropriates $200.0 to SDE for the purpose of partnering with the University of New Mexico to provide leadership training in educational administration development for school leaders.

Significant Issues



The Leadership in Educational Administration Development (LEAD) program provides professional development training for administrators, school teachers, and other educators. This program has been funded with general fund since fiscal year 1992. In fiscal year 1998, the program received $88.2 in general fund. General fund was not provided for this program in fiscal year 1999.



FISCAL IMPLICATIONS



This bill appropriates $200.0 from the general fund to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



SDE indicates this project would increase current programmatic duties, and fiscal accountability and oversight responsibilities.



DUPLICATION/RELATIONSHIP



Duplicates SB 79. Both HB3 and SB3 include $1,500.0 in the state equalization guarantee for professional development for public school districts which may be used for this program.



OTHER SUBSTANTIVE ISSUES



According to SDE, project LEAD was established with Federal funds at the University of New Mexico in 1986. The program provides workshops, conferences, retreats and consultant services to school administrators across the state.
