Synopsis of Bill



House Bill 114 amends a section of the Public School Code pertaining to open enrollment.



Significant Issues



House Bill 114 replaces the word "regulation" with the word "rule".



This bill also deletes references to "walk zones" and adds language to allow local school boards to establish preferences for the enrollment of second and third priority students, through policies in the areas of child care, employee children, siblings, feeder schools, extreme hardship and student safety.

FISCAL IMPLICATIONS



There is no fiscal impact associated with passage of this bill.



ADMINISTRATIVE IMPLICATIONS



SDE indicates that local school boards must adopt policies addressing open enrollment and administrative procedures for the establishment of waiting lists, enrollment, re-enrollment, and dis-enrollment must also be implemented for second and third priority students. Policies and procedures must also be implemented to address parental complaints.



Open enrollment issues may have the greatest administrative impact on large school districts.



TECHNICAL ISSUES



SDE recommends including a definition of the term "previously enrolled".
