SUMMARY



Synopsis of Bill



This bill appropriates $235,823 to the Board of Regents of the University of New Mexico for the purpose of supporting the teach and learn network's collaboration with parent involvement programs, VISTA volunteers and the city of Albuquerque. The directive of the collaboration is to create and maintain model electronic education access rooms at community centers in tribal and urban areas and to publish and distribute blueprints on how to create, staff and maintain community based education access rooms.



Significant Issues



According to the CHE, the project proposed in this bill was not submitted in the list of eleven special project requests.



FISCAL IMPLICATIONS



The appropriation of $235.8 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.





RELATIONSHIP



This bill relates to Senate Joint Memorial 10 and House Bill 186.



OTHER SUBSTANTIVE ISSUES



According to the CHE, the state higher education funding formula allows institutions to retain 100% of earned overhead on federal grants and contracts for the purpose of providing seed money and matching funds for projects such as that proposed in this bill.
