SUMMARY



Synopsis of Bill



This bill amends Section 21-2-5.1 NMSA1978 to fund off-campus courses at the same level as on-campus courses.



Significant Issues



The current funding for extended learning credits 150% of tuition to institutions offering extended learning courses and does not provide funding for student services. The change proposed in this bill, bringing the credited level down to 100% and funding for "G," would generate a funding level of $2.3 million.



FISCAL IMPLICATIONS



While this bill contains no appropriation, the cost of amending the funding for extended learning is $2,271.8 for FY2000 and would be dependent upon enrollment during future fiscal years.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



House Bills 166, and 165; Senate Bills 66 and 2; and Senate Joint Memorials 10 and 4 are all related to extended/distance learning and/or updating the higher education cost model for extended learning.



OTHER SUBSTANTIVE ISSUES



According to the CHE, the current policy for funding of extended learning creates for a disincentive in moving instruction off-campus.
