Synopsis of Committee Substitute



The House Judiciary Subcommittee substitute for House Bill 239 proposes that all federally licensed firearms dealers prominently display in a conspicuous place on the business premises a sign that reads, "Knowingly or negligently failing to safeguard a firearm that endangers the life or health of a child could be a violation of New Mexico law (Section 30-6-1 NMSA 1978). Also, federally licensed firearms dealers shall provide buyers with the opportunity to buy safety locks or locking containers for their firearms. Persons who buy firearms shall sign and return a form to the dealer that acknowledges that the dealer provided these opportunities. Dealers shall provide buyers with a written form that advises the buyer of safe storage practices for firearms.



ADMINISTRATIVE IMPLICATIONS



The department of public safety, in consultation with the department of health, will adopt rules regarding the written forms.
