SUMMARY



Synopsis of Bill



The bill appropriates $100.0 from the general fund to the State Department of Education in fiscal year 2000 to provide programs and services at the Family Focus Center at Zia Elementary School in Albuquerque. These programs include adult an evening classes, programs for pre-school children, mentoring programs, latch-key care, homeless outreach, and English as a Second Language program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 reverts to the GF.



Significant Issues



The bill addresses the needs of elementary schools in NM that effect student success. Also, this program would assist TANF recipients making the transition from welfare to work.

There is no community center in the neighborhood to provide these services.



ADMINISTRATIVE IMPLICATIONS



A new project would be created for SDE. SDE specifies that the current staff can handle the project if a significant number of other special projects are not approved.
