SUMMARY



Synopsis of Bill



House Bill 513 increases the dollar ceiling for small purchases excluded from central purchasing from $250 to $500 and reinstates to State Purchasing Division jurisdiction for information processing resources.



Significant Issues



According to General Services Department staff: The $500 ceiling for "direct purchase orders" was changed in 1987, but this section of the Procurement Code was overlooked. House Bill 523 conforms to Section 13-1-99 NMSA 1978 with the 1987 changes to Section 13-1-125 NMSA 1978.



Additionally, the information processing resources were exempted from this section of the Procurement Code when the Commission on Information and Communications Management (CICM) was established. That commission was sunset on July 1, 1996, but reference to the commission was not deleted from this section of the Code. HB 513 conforms the Code.
