SUMMARY



Synopsis of Bill



House Bill 534 appropriates 252.0 to the Department of Health for expenditure in FY 2000 in order to contract with the university of New Mexico health sciences center to provide comprehensive diagnostic evaluations for infants and toddlers who have or are at risk for developmental delays.



Significant Issues



This appropriation is in addition to monies that the Department of Health already contracts with the university to provide these services.



FISCAL IMPLICATIONS



There is a possibility that this appropriation is duplicating monies already allocated by the Department of Health to provide these services.



ADMINISTRATIVE IMPLICATIONS



Appropriation of these monies directly to the university and removing the appropriation to the Department of Health would probably save money in administrative costs as these are charged by the university as part of it's administrative overhead, and administration of these contracts by the department is a cost that must be borne by the general fund.



DUPLICATION



There is a potential duplication of effort with the appropriation of these monies in HB 534.



TECHNICAL ISSUES



Administrative overhead that is taken by both the university and the department have the effect of diminishing the amount of money that is available to provide these needed services.



POSSIBLE QUESTIONS



Is it possible for the university to request these monies as part of it's budget process? How much money is paid by the Department of Health for administration costs of the university?
