SUMMARY



Synopsis of Bill



This bill appropriates $200.0 to the governing board of San Juan College for the purpose of establishing a consortium of coordinated dental education career ladder programs among various post-secondary educational institutions throughout New Mexico with the goal of preparing graduates to perform as dental administrative aides, dental assistants and dental hygienists.



Significant Issues



According to the CHE, this project was ranked 2nd of two research and public service project requests made by the institution. The directive of this bill is to increase availability of trained oral health care personnel in rural areas at a greater variety of training levels than is currently available and to integrate welfare-to-work programs through recruitment of entry level trainees.



FISCAL IMPLICATIONS



The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund.



ADMINISTRATIVE IMPLICATIONS



The project proposed in this bill adds 2.00 FTE.



CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP



This bill conflicts with Senate Bills 44 and 120 which appropriate $200.0 to the CHE for dental education.



OTHER SUBSTANTIVE ISSUES



The CHE also suggests the following language: The institution receiving the appropriation in this bill shall submit a program evaluation to the LFC and CHE by August 1, 2002, detailing the benefits to the State of New Mexico.
