Synopsis of Bill



House Bill 684 appropriates $1,000.0 to SDE for the purpose of supporting the development, implementation and evaluation of school-based after-school mentorship programs in intermediate, middle and high schools.



Significant Issues



According to SDE, mentoring programs develop a system for providing positive role models to youth. These types of programs allow students to be introduced to a wide variety of people from diverse ethnic and occupational backgrounds.



This bill requires SDE to develop an application process for schools to apply for a school-based after- school mentorship pilot program. The applications should include provisions for professional development of instruction in after-school mentorship methodologies, the training of adult volunteers in mentorship skills, and the training of peer mentors.



This bill includes an evaluation component and requires that the programs implement the State Board of Education's applicable content standards and benchmarks.



FISCAL IMPLICATIONS



House Bill 684 appropriates $1,000.0 to SDE for expenditure in fiscal year 2000. Any unexpended or unencumbered balance remaining at the end of fiscal year 2000 shall revert to the general fund.



The appropriation requires SDE to distribute the funds to a maximum of four school-based programs.



ADMINISTRATIVE IMPLICATIONS



SDE indicates that current staff can handle this project; however, should a significant number of special projects be approved, SDE would require additional staff.
