SUMMARY
Synopsis of Bill
This bill amends Section 21-1-4.3 to allow lottery tuition scholarship eligibility to high school graduates who within 120 days of graduation begin service in the U.S. armed forces and to those individuals who complete service or who receive a medical discharge enroll within 120 days to a state educational institution.
FISCAL IMPLICATIONS
While this bill does not make an appropriation, the impact of expanding eligibility will be to the lottery tuition fund. Without reliable data on the number of individuals serving in the armed services who would participate in this expansion, an estimate of $50.0 is provided to serve the additional lottery scholarship recipients.
According to the CHE, any change in eligibility will impact awards as current eligibility is expected to outpace anticipated net lottery revenues. The CHE expects to reduce current awards to 80% to 90% of tuition for future years.
CONFLICT/DUPLICATION/COMPANIONSHIP/RELATIONSHIP
This bill relates to House Bills 9, 23, 259, 763, and 811; and Senate Bills 13, 14, 126, 251, 527, 550, 652, 669, 691 and 729 all of which deal with redistribution of lottery net revenue or change eligibility for the lottery tuition scholarships.
