Synopsis of Bill



House Bill 768 appropriates $1,000.0 to CYFD to contract for a statewide program to assist at-risk youth with development of life skills to include development of greater self-esteem, an appreciation of family members, an understanding of concept of community and collective responsibility, problem solving skills and money management skills.



Significant Issues



House Bill 768 expands current program efforts and would enable CYFD to serve more children statewide.



FISCAL IMPLICATIONS



House Bill 768 appropriates $1,000.0 from the general fund and is recurring.



ADMINISTRATIVE IMPLICATIONS



According to the department, the appropriation would be contracted out to community-based agencies, and the process of procuring these services would include the development of a comprehensive, statewide RFP, technical assistance, negotiation of contracts and monitoring of contracted services, all of which would require FTE resources.
