SUMMARY
Synopsis of Bill
House Bill 823 appropriates $50,000 from the general fund to the New Mexico Office of Indian Affairs for completing a feasibility study to determine the cost and most reasonable method of providing natural gas service in and around the communities of Paguate and Encinal in the Pueblo of Laguna in Cibola County.
FISCAL IMPLICATIONS
House Bill 823 proposes that the "Office of Indian Affairs would complete a feasibility study to determine the cost and most reasonable method of providing natural gas service...". The Office of Indian Affairs does not have the staff or the expertise to conduct such a study. Perhaps it was the sponsor's intent to appropriate the funds to OIA for the purpose of contracting the feasibility study.
TECHNICAL ISSUES
Recommend the following amendment to House Bill 823: On page 1, line 20 following the word "of", insert the words "contracting for the" and on page 1, line 20, insert the word "of" between the words "completing" and "a".
