SUMMARY



Synopsis of Bill



This bill directs four-year post-secondary institutions to provide degree granting programs through distance learning in all areas of study that do not require physical contact with an instructor or laboratory setting. Distance learning is defined to be instruction, learning and training that is transmitted from one site to one or more other sites by telecommunications services that are used by an educational institution predominately for such instruction, learning or training, including video, data, voice and electronic information.



Significant Issues



This bill calls for a constitutional amendment granting the Legislature with the authority over the Boards of Regents with regards to distance learning at five four-year universities - the University of New Mexico, New Mexico State University, Eastern New Mexico University, Western New Mexico University and New Mexico Highlands University.



FISCAL IMPLICATIONS



This bill does not contain a fiscal impact although any increase in enrollment of distance education courses will increase workload for the extended services funding formula.
