Senate Floor Amendments



The Senate floor amendments to SB89 provide for the following:

Synopsis of Bill



The bill proposes to create the "big game partnership program" to manage and promote big game propagation on public and private lands. The four-year program would have DGF cooperate with other public agencies and private land owners to control, conserve and manage big game and big game habitat, with the State Game Commission approving all partnership agreements.



The DGF would issue special big game partnership licenses, with the proceeds deposited in the newly created "big game partnership fund".



FISCAL IMPLICATIONS



The DGF indicates that it would require five FTEs to administer the new "big game partnership program". The cost of five FTEs would be approximately $275.0 annually funded from the game protection fund until revenue is generated for the big game partnership fund.



The bill proposes that the DGF's would not fund more than half of any partnership under the program.



TECHNICAL ISSUES



The AG indicates that the program will need to ensure that public funds and services are not given to private land owners in a manner that violates the anti-donation clause of the state Constitution.
