Synopsis of Bill



The bill appropriates $400.0 in general fund to create district offices for each of the five PRC Commissioners.



Significant Issues



A legal review by the Legislative Council Services indicates a review of the constitutional provision creating the PRC, the implementing statutes giving effect to the constitutional provision, and other constitutional and statutory provisions for other districted offices in this state indicate that nothing in the constitution or the statute mandates or requires district offices for PRC Commissioners.



FISCAL IMPLICATIONS



The bill appropriates $400.0 in general fund in FY2000 to establish and fund five district offices for PRC Commissioners. The PRC indicates it would require an additional $23.0 in recurring revenue and $63.7 in non-recurring revenue to establish and staff the five district offices.



The Property Control Division of the General Services Department indicates that it would work with PRC to either find state-owned facilities to locate offices at a cheaper cost; or it would aid the PRC in sharing space with another state agency which would allow access to basic state communication services, shared secretarial services and less overhead costs.



ADMINISTRATIVE IMPLICATIONS



Passage of the bill would add an additional five FTE to the total employee roster of the PRC.
