SUMMARY



Synopsis of Amendment



This amendment strikes the appropriation.



Synopsis of Bill



This bill appropriates $200.0 to the Commission on Higher Education to establish a statewide, coordinated dental education career ladder program to include all appropriate state-supported post-secondary educational institutions.



Significant Issues



The directive of this bill is to increase availability of trained oral health care personnel in rural areas at a greater variety of training levels than is currently available and to integrate welfare-to-work programs through recruitment of entry level trainees.







FISCAL IMPLICATIONS



The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY00 shall revert to the general fund. Additionally, the CHE expects the implementation of additional laboratory-based educational programs will have an on-going impact on the higher education funding formula.



ADMINISTRATIVE IMPLICATIONS



The CHE estimates considerable additional impact to the agency relative to program development and oversight workload. An additional FTE is needed during the first year of implementation with as much as an additional .5 FTE for subsequent years to perform oversight functions.

This bill relates to Senate Bill 44.



OTHER SUBSTANTIVE ISSUES



The CHE has reviewed a related proposal as that contained in this bill from San Juan College (SJC) on behalf of a consortium of associate degree granting institutions for the development on one and two-year dental career ladder training programs. The proposal required the addition of 2.00 FTE and SJC ranked this project 2nd of two research and public service project requests.



The CHE offers the following amendment: to specify coordination by the CHE with dental education career ladder programs by educators and oral health professionals in the interest of wide acceptance of the program throughout the state.
